Musk Confirms TSMC Talks on $16.8B Terafab - Intel 14A Plan in Question (2026)

Terafab is the giant chip manufacturing project Tesla and SpaceX are building in Texas to make their own AI chips. It began with Intel as a partner. Now TSMC, the world's largest contract chipmaker, is exploring a role in Terafab, and Elon Musk has confirmed the talks. The outcome could decide who builds America's most advanced AI chips.

What Is Terafab, Musk's Texas Chip Plant?

Terafab sits in Grimes County, Texas. Tesla and SpaceX said in August they would spend $16.8 billion on phase one, and a May filing showed total investment could reach $119 billion. The plant aims to make, package and test logic and memory chips under one roof for more than 1 terawatt of future compute. Intel joined in April, and Musk said Tesla plans to use Intel's 14A process (a next-generation, 1.4nm-class manufacturing node).

TSMC and Terafab: Two Deal Structures

Former Bloomberg columnist Tim Culpan reported in his newsletter Culpium that TSMC is exploring ways to work with Terafab. In one option, TSMC owns and runs the fab while Musk's companies take equity and sign long-term supply deals. In another, Terafab keeps majority control and taps TSMC's technology and operating expertise. On October 3, Musk replied on X: "Just discussions, but something may come of it."

What It Means for the U.S. Chip Supply Chain

TSMC has pledged $265 billion to Arizona, and Reuters reported on September 30 that it is weighing a Texas investment too. Terafab as an anchor customer would give a new TSMC fab guaranteed demand. For Intel, a marquee 14A customer is at stake, though how the two roles would fit together is unclear. Either way, more AI chipmaking could move onshore.

What Is Still Undecided

Musk has confirmed only that talks are happening. Ownership, process node, investment size and timing are all open, and neither TSMC nor Terafab has announced anything. Industry observers are watching whether TSMC's U.S. expansion and Musk's push for chip independence end up on the same site.

Key Takeaways

① Talks confirmed - Musk says Terafab and TSMC are in discussions, but nothing is signed.

② $16.8B plant - A Texas fab that started with Intel 14A now has TSMC in the mix.

③ Two structures - TSMC could run the fab, or Terafab could lead with TSMC's help.

Musk is building the factory, but who holds the wheel is still open. How these talks end could redraw the map of advanced chipmaking in America.
